2/ The thing with New Saga 強くてニューサーガ is he just showed up with knowledge of his timeline and 4 years to change it. He needs to make major interventions. He only knows who was bad or who will be bad (a kind of "pre-crime"). So he can remove them. But he doesn't know if the results will be better.
