I feel for all of us who suffer from what

This is genuinely all there is to it. Somebody over dinner told him about the 1890s and he got the idea that government could be funded by duties rather than income tax. He wouldn’t listen to those who’d tell him otherwise — ie anyone who knows anything—and found excuses to do it
