It’s kind of a cynical read of the character but you can point to stuff like Hank’s attempts to fundraise for Walt’s treatment to support it. I think Hank’s mostly written as a well-intentioned guy though, just a bit buffoonish. I don’t think he’s taunting Walt, it’s subconscious.
