However, if the strikes aren't characterized as summary killings of criminal suspects & are only described as attacks overseas, then U.S. opinion shifts, as the public is wary of messy foreign wars. Republicans, in particular, are swayed more by that than by "cruelty" against foreigners/non-Whites.

If military personnel were to have boarded the ship, knelt everyone down w/o ID'ing them, shot them in the backs of their heads, & finally blown up the ship, including the bodies & whatever un-inspected cargo it was carrying, w/ explosives, what difference would it make? I doubt opinion would change

Extrajudicial murder/lynching is the American way. They are of Latino and Afro-Caribbean/Trinidadian descent, so don't expect Republican voters (mainly White Americans) to get all that outraged.

It seems that only a relatively small percentage of Republican believe that extrajudicial murders of civilian non-combatant "suspects" or those in any way "affiliated(?)" is wrong, according to polls. One Republican in Congress who understands that this is wrong is Sen. Rand Paul, apparently:

What nobody else is mentioning in the replies is that the U.S. military has conducted interdiction raids of vessels suspected of engaging in smuggling in Venezuelan waters since September...but, as this example demonstrates, they do not always find contraband onboard, in spite of the intelligence...
