this is actually a rlly complex legal question left unanswered by a supreme court case in which chicago was a litigant! but generally you can constitutionally do a dispersal order (no crim consequences) for “disturbing the peace” or “blocking the public way” and then crim liability for noncompliance

you cannot seriously support reducing violence if you aren’t trying to get guns off the streets and as it stands neither side wants to do that

the big flaw in public safety debates is that the major factions respectively want to either ignore violence altogether or do dumb and expensive unrelated things to ‘clamp down on it’ (read: lock up black kids for no reason). this is because one side is stupid and the other is racist and stupid
