The wealth and resources generated by the empire were largely owned by wealthy individuals and corporations, then mostly expended fighting two world wars. After WW2 Britain was basically bankrupt and reliant on US loans. So the welfare state was pretty small to begin with.

In this case, it clearly is. The best way to improve safety (if the hazard can't be eliminated or substituted) is through isolating the hazard and providing group protection. Enforcing good behaviour is significsntly lower down the control hierarchy and not a good substitute.
