Recently, there is a rising trend of Japanese far right influencers filming “troublesome” behaviors by foreigners and posting the videos online for clout. Although your chances of encountering it in real life is extremely low, I still want to post a public announcement about what you should do if you ever become a victim of such harassment. The following is an example of the notorious Japanese far right influencer Hezuma Ryu following a foreigner woman around, harassing her, filming her, and accusing her of feeding garbage to the deer in Nara: https://x.com/hezuruy/status/19754945... I want to make it very clear that filming someone in a negative way without their permission is absolutely NOT allowed in Japan and very much illegal. What Hezuma Ryu is doing in that video is against all Japanese rules and manners, and non-racist Japanese people are abhorred by his behavior. The reason he’s doing it to a foreigner is because foreigners don’t know the laws of Japan and they don’t know how to report to the police or press charges. Hezuma Ryu would not DARE to do this to a Japanese person. Filming someone in a negative way, accusing the person of bad behavior, and posting the video on social media can be result in a range of civil and criminal court cases, some of which carry prison sentences. What Hezuma Ryu did to that poor foreign woman is something that faces severe penalties in Japan if the victim seeks justice through the police and the court. This is why you will almost never see videos of Japanese people being harassed like that on the Japanese internet. The fact that these far right influencers only target foreigners who don’t know the laws of Japan is absolutely disgusting. When you post something on social media that damages someone’s reputation in Japan, the victim can press charges for defamation 名誉毀損罪. The following page is a Japanese lawyer’s advice on how to handle being filmed against your will, especially for the purpose of defaming you: https://bengoshihoken.jp/articles/p2928/ The first thing you should do is to verbally warn the person to stop filming. You can also tell him that you will call the police and press charges if he dares to upload the film online. (Maybe use ChatGPT to practice how to say those in Japanese…) If the person keeps harassing you, you are free to film or record him; getting photo, film, or audio recording evidence of someone harassing you is acceptable. Then, you will take the evidence to the nearest person of authority, such as a police officer or train staff, and report the incident. Of course, if you ever find an influencer posting a negative video of you on social media, you can consult a Japanese lawyer to see if you can take the person to court. Please understand that getting the police involved when someone harasses you is completely acceptable in Japan. Japan has an extremely low threshold for getting the police involved in something. Japanese people call the police for the smallest things like someone talking too loud downstairs. Even if you don’t end up pressing charges and taking someone to court, if you show the willingness to get the police involved, it would deter a lot of harassment. The least you can show is that you aren’t a clueless foreigner who don't know Japanese laws and can be easily bullied. I’ve seen some foreigners say that Japanese police don’t help foreigners, but I think that’s only the case if your Japanese isn’t good enough and you don't bring a translator. As a foreigner who’s fluent in Japanese, I want to clarify that the police will 100% help you if your Japanese is good enough to handle super serious conversations about crime and evidence. If you aren’t confident about your Japanese, bring a translator. As a foreigner who’s obviously a foreigner, I feel completely comfortable going to the Japanese police for help. Personally, I have the same standard for getting the authority involved as regular Japanese people; I do not let my foreign identity hold me back. If my neighbour is noisy, I will absolutely file a complaint to the building management. If anyone dares to harass me, I will go straight to the nearest police station. (I don’t mean to be a Karen, but I don’t lower my standard of how I should be treated just because I’m not Japanese…) In general, if your Japanese is at a level where you can communicate with the authorities with no problem, they will help you regardless of your nationality/ethnicity and try to give you the same justice and protection as Japanese people (unless the specific thing requires Japanese nationality, which is very rare). As a foreigner, what you need to understand is that you need to follow the same rules of reporting incidents and providing evidence as regular Japanese people. Japanese authorities have very clear and established rules for handling reports and complaints, and you need to follow them to the dot. For example, if your neighbor is loud, you need to look up the procedures of filing a noise complaint for your building management or city police and strictly follow the procedures. Of course, this usually requires a high level (like near-native level) of Japanese, so many foreigners feel like they aren’t entitled to doing these things. But I think if you have someone to translate for you, you can do it. I know many foreigners feel like they can’t rely on the Japanese authority to help them, so they just tolerate bad treatment without seeking justice.
