Yes, it is a very good analysis. Something similar to this occurs in statistical survivor estimation, having to do with censored data, i.e. data that is intentionally or unintentionally missing.

That's the advertised part. The Earth is actually constantly speeding up and slowing down because of the angular rotation INTERACTIONS with the Moon & Sun. Anytime the Moon crosses the equator the inertial moment changes. Of course this is completely neglected in climate models.
