No, I'm really not. No SNAP payments are missing. It's actually pretty hard to steal money from government accounts, but there are tons of legal ways to do it. So why risk stealing when they could just use one of the legal ways, like the $20bn bailout for Argentina?

I don't think you can leave roads out, it has to be investing in transportation infrastructure. The best designed intersections take into account transit and cycling and pedestrians and vehicles.
