Trump’s “Merit Hiring Plan” promotes political patronage and effectively requires applicants to write an essay about their political beliefs while coercing them to voice allegiance to Trump’s political agenda for non-political positions. This is a clear violation of the First Amendment.

Journalists, clergy, and residents have been gassed, attacked, and brutalized while exercising their rights. Take, for example, a declarant in our case, running with a baby in hand as DHS agents shoot tear gas. The government must be held accountable and we must bear witness.
