Although I'll argue that it's not exactly consent what makes things okay. I mean, for the uncomplicated that's just enough. But what the test makes a check for is proper bidirectional communication between the parties. The moral objective is to do no harm, and miscommunication can lead to it.

It "just works" because Dr. Who, which inspired this test, is TV-safe science fiction and it wanted to portray Capt. However, you can also treat your audience as adults, and challenge them as you want within the safe confines of their responsible adult fantasizing. Keep in mind that tolerance and queasiness varies from people to people, so you can play better and safer by prefacing that saucy work of yours with a content warning at the beginning and labelling/tagging it properly. That's your courtesy. If people don't properly use blacklists/curation, well, that's not your problem~
Finally moralist slippery slope arguments around "normalization" are usually fallacious and are more about thought policing and censuring people; unless you are harmfully distorting people's real world sexual behavior, for the vast majority of people that can separate reality from fiction, FANTASY DOES NO HARM. Don't be the "jerking off police".
