IMHO, that's part of the problem. In some respects, Democrats should have, for example, really gone after Trump et al for Jan 6, instead of letting Jack Smith cautiously sit with it. They also should have purged J6ers in govt, and ignored SCOTUS on the student loan forgiveness decision.

As others have pointed out, what is legal is very subject to who's enforcing the law. Lots of terrible, constitutionally suspect things have been 'legal' at various points in time.

There's no reason to believe that in this climate, with this SCOTUS/Congress he will be deterred by a statute.

And that complexity is often completely opaque to people who aren't experts/familiar with the specific complexity. In this case, I had a naive /cynical view that it was cost that created the delay, but really it was a combo of exacting laws and technical requirements limiting available resources.
