My family keep telling me stories of when Idi Amin came to power in 1970s Uganda. Almost one believed it because it happened so fast. People were being abducted from their offices, from their operating theatres and their university accommodation, never to be seen again. It happened overnight.

What if that is the goal? Declare an emergency, followed by martial law.

Could this be the goal? Inflame people until they take to the streets, then declare an emergency and evoke (permanent) martial law.
