I know this might sound crazy, but what if the Southern Black population migrated north specifically for political reasons? There are plenty of Midwest cities that could use an influx of people. A minor change in demographics could swing votes in these states.

I think the question to local, county, state police forces should be "what is your responsibility?"
the answer should be "to protect and serve the public".
