Making act 2 of a musical a stand alone movie is nasty work.
Just from an 5th grade level story telling perspective, the climax ends act 1. So you have a whole movie that's just falling action and resolution.

In 2023, the City Council passed a package of laws expanding access to housing vouchers. Eric Adams vetoed it.

Then the Council overrode his veto. The Mayor refused to implement it. Now a court says he has to.
