Nothing I can think of. He doesn't seem to worry about the fact that his actions may be reversed or blocked (at least in the short term). He "throws a bunch of sh*t at the wall and sees what sticks." While we are wringing our hands he sneaks in yet another horrific Russia-friendly pronouncement.
