In all places, arguably.

Some textbook explanations of public policy suggest it is a cyclical, technocratic exercise of designing rules to effect desired outcomes. In practice, it's a maelstrom of decision based evidence making, politics, and change.
Our theories of how the public "understands" a policy issue, at least in education spaces, are woefully inadequate

Considering unintended consequences is an underrated skill in public policy.

And when you see an example of poor planning in the wild (click through to Jo's quoted post), there's also a good argument to be made that it happened because politics overruled policy.
I tell students that one of the crudest mistakes made in public policy is to overlook the fact that people will react to changes in ways that you might not have taken into account. And in retrospect it can look oh so predictable which makes it even more embarrassing.
Issa Rae has canceled her sold out performance at the Kennedy Center. Pulitzer Prize winner Rhiannon Giddens, Peter Wolf, Low Cut Connie, and the Gay Men’s Chorus of Washington, D.C., have also canceled. Lin-Manuel Miranda has canceled the entire Kennedy Center run of Hamilton.

Well, 12/31 seems like a great day to announce that we're planning some interesting work on making public policy more open, transparent, and accessible starting 1/1.

That's our vision, and our mission is to make it happen through research and education.

Looking forward to what's next!
