Plus folks are still on average taking much less than their entitlement—so if it's costing that much productivity, sounds like an understaffing issue to me.

I have used Sharon Lam's 'Everyone at the Pool Looked Like Ewan MacGregor' in several creative writing classes, and it always prompts incredible responses. The use of repetition is clever, the absurd humour invites readers in and sparks generation—a gem!
