Because doing that would require a LOT more time investment than they were willing to.

Steam is the one that jumped on them arket early enough to handle the growing pains early, gutted a lot of competition, and now the only groups that could compete with them are big companies who are unwilling to put the investment and jump on loss leading steam can as a long time digital landlord.
