You want as much consistency as possible - no question about that but I think trying to make all the rules black and white would be bad

And then there's everything that happens in the middle of the pitch. Sometimes refs let things go. Sometimes refs give fouls for things that probably aren't fouls - especially early in big games - to prevent things from escalating

Not that I disagree or trying to what-about this but inconsistencies are kinda part of the game. If you breathe on a goalkeeper, it's a foul. If an attacker grazes a defender near the corner flag and the defender flops, it's always given as a foul. Would never be given the other way though

How do you account for hack-a-shaq tactics where if the ball is near the box an off the ball defender just mauls a not so good penalty taker?

FIFA will make the excuse of requiring to make top dollar to fund football globally. But it already banks a huge amount of money and much of it is funnelled to FIFA members/voters who decide to keep the president in office. If anything FIFA’s problem is too much money.

He's young enough that he can develop into a LB in a back four (which he was doing before signing for United) but in a back four system he shouldn't be playing over Shaw anyway
