Do these holy words mean nothing

I'm not sure if I'm doing something wrong or if this is a bug in nixpkgs. When I `$ nixos-rebuild switch`, nginx-config-reload fails to run due to permissions. `$ sudo -u nginx systemctl restart nginx.service` also fails with exit code 4, so it seems like an issue with nginx's setup.
