A strange aspect is that the two ministers pushing this agenda are former academics: Robbert Dijkgraaf (formerly Princeton) and Eppo Bruins (formerly MIT and Leiden U). It cannot be that they don’t understand what they are doing to the country and to its universities.

Not an expert on this but I think “gemeinnützig” may the best equivalent. There are also “Vereine” and other forms of nonprofits.
