Even with an EHCP, children are not getting the support they need because the resources just aren't there.

I hope so but it sounded more deliberate. Perhaps he doesn't fully understand how unmet needs can affect behaviour. Totally agree with your comment about schools not being able to meet needs of children, even with the best will in the world.

I was in training about exclusions recently and an attendee suggested that schools were deliberately excluding SEND pupils in order to get them the support they required! I really hope the school he's connected to doesn't do this.

Ice on the inside of the windows in winter and a calor gas heater for the bathroom. Lino on the floors. Eating out was unknown.

Went down at 1pm. Out by 2pm and good recovery but still want 4 hours observation. Vague promises of early release followed by more delays. Been here 10 hours and no food offered...did bring a box of snacks and yoghurt or jelly offered to other children.

For some decisions, country level is appropriate, others should be devolved down to regional or town level. Subsidiarity could also mean the most appropriate level is across international borders.
