It absolutely does not. It leaves local administration to the states. There are in fact federal laws not in the constitution related to voting but you specifically called out the constitution. The constitution is not that robust.

This is why we don't use AI as a source. Vaquero as a term originated in Spain and the spanish brought it everywhere they settled. South America, Florida, Louisiana, Mexico. All of the above. I don't like using wiki, but it sure as hell is better than AI.

Everytime people from home have asked us if we were okay this week, I want to just flash this forecase from the 2016 Baton Rouge flood at them and remind them of this and just say ... its better than this and we survived this. We're fine.

Such a great idea ... I can't imagine what ever went wrong. Everyone knows building a tunnel in a city while not completely is at least partially below sea level (its about 50/50) is SUCH a great idea. </s>
