While units per 1000 people is a decent metric, I wonder if it could be adjusted for pop increase. Vancouver outbuilding, say Winnipeg, is less impressive when you consider that Vancouver is growing quickly and Winnipeg is growing very slow.

I found this during my masters research too (qualitative interviews with people on housing and transportation choices). People will consider changing transportation behaviour when 1. They move or 2. They change jobs. There are few times outside of that they change commute modes.

I use this video all the time as an example of clear and concise messaging in housing. Nothing has beaten it for effectiveness in my mind.
