According to the Map Ann Arbor Parcel Viewer, the adjacent parcel is owned by AAPS. The city agreeing to do snow removal for AAPS isn't, in itself, a bad thing. But things have changed recently and now this parcel also has a sidewalk on Scio Church--a sidewalk that AAPS is responsible for plowing.

Snow/Ice removal on streets
Plows left windrows in the street near the crosswalk ramps. City standard is for streets to be cleared of snow from curb to curb.
