Not sure things are so cut-and-dry. The Coliseum is a very particular example of the romantic era’s take that become an early mass tourism site. Lots of counter examples like Notre Dame recently or Dresden’s Frauenkiche which obsessively kept individual stones in place while replacing 90% with new.

Studied this for Metrolinx years ago. There truly is no easy way to convert and future-proofing a garage for later conversion is very expensive. Our recommendation was to not build them in the first place. Years later, they stopped building structures parking.
