Related: My first philosophy professor once lent me a book of his and I was immediately blown away. I saw for the first time what it means to inhabit a text, to work to try to understand why the author said what they said, and what I might---might---have to say in response. My life changed forever.

Likewise, in LP, the parties to the second-level OP must protect peoples' "fundamental interests", which R says are embodied in their domestic principles of justice. I take it that means they too bottom out in the two moral powers. So I think your answer must connect up with those. 2/3
