If you want institutions to bend to your will then, you're going to have to campaign. That means spending less money on left fetishes like PDFs and more money making life difficult for people with power.

Also ending tax relief on pensions will be a bit of a con, if pensions are then taxed on drawdown, which is currently the situ.

You can't change higher rate tax relief on pensions (which has been talked about) without removing salary sacrifice for pensions - otherwise everyone would just avoid it.
