There are multiple layers of protection for speech in this regime:
1) the requirement that it be "willful" provides an intent element that is difficult for prosecution to overcome.
2) the definition of "hatred" is more extreme than you seem to acknowledge, again making it more exacting
3) defenses:

A reminder that libertarians try to argue inequality is natural. They point to Pareto, who found that 80% of wealth is controlled by 20% of the people, and 20% by 80% of the people. That’s almost socialist. I guess he couldn’t predict that the bottom 50% of people would only have 2% of wealth.

We should note that he doesn’t stop and worry about whether the resistance itself was fascist. Anti-fascists of the time were more commonly insulted as communist.
