I.E. The public are subsidising their future losses now through unpaid tax. If we can't have carbon taxes due to real world politics we should have negative tax offsets for future emissions.

We do have problem here. Notionally the means they are using to avoid their tax are 'legitimate'. The practicable issue is in the real world the capital costs they are writing off against income now for long term assets are for ones that will not have a full lifetime in a lowering emissions world.

This in itself is not that unusual. It's more the consecutive forecasts of 38, 37, 37, 37, 35 that have you sitting up thinking its a bit late in the year for that..
