It's effective at creating mass fear. Ransack, wait till ppl start to relax and go in again. I walked my brother in law to the L last Thursday because we were afraid he'd be snatched. He's a citizen but has an accent and brown skin. He didn't have his passport on him that day.

Yes. I think chaos is absolutely the point. Whack-a-mole is effective terrorism, I suppose.

They have clearly targeted certain towns with high Latine populations though, like Elgin and West Chicago, and of course, Little Village.

They literally drive around my neighborhood and stop anyone who is brown. I've followed them and this is what they do by me. They chased two elderly Chinese women down the block last week.
