With support from the Progress and Poverty Institute’s Grant Program, University of Chicago Postdoctoral Scholar Francesco Ruggieri built the first-ever national dataset of these districts. His research shows how they quietly inflate property tax bills while dodging accountability.

Special purpose districts—tiny taxing entities created by small groups of vocal activists—are used to fund everything from mosquito abatement to capital projects, and they often tax people outside the areas that actually benefit, increasing bills in the process.
