Ok, so if you are the govenor of a state, and the president is sending in national guard troops from another state, is that technically an invasion? If so, can the targeted state activate it's national guard to repel/defend its territory?

Missouri constituents in Sam Graves’s 6th congressional district have had it with Sam not showing up or listening to concerns.
They have created a “flat Sam” tour complete with a cardboard cutout with all of his “sponsors” listed. He’s traveling from county to county for empty seat townhalls.
