The root cause: A new QOL feature related to loadouts was created for NW which had unintentional side effects on how STO uses that same code. The ESD Revamp Update just happens to be the first time that shared code went live, which is when the problem revealed itself.
from a technical standpoint, id be interested to know what went wrong if you can sum it up without revealing too much about the server side stuff. I had a theory that the game wasn't accessing the data correctly and got into a weird semi-fail state, but thats only if you can talk about it!
