This allows a new person into the House from FL at the risk of losing one from CA instead of allowing the House to grow and gain new members and voices...

Some of this could be met with removing the artificial cap on the House. The 2020 census showed the population of both California and Florida grow by 2 million compared to the last census, but CA lost a seat and FL gained one...
