I can't imagine ESA would be okay launching it on Ariane.
This might be the type of mission suited for SLS block 1 cargo, or even 1b if the EUS becomes available soon'ish. This seems unlikely though since the administration has proposed discontinuing SLS after Artemis III in 2027.

Outside of aim and rationale, feasibility remains a high hurdle. I can't imagine the design and build out of the mission architecture will be quick...or cheap. Reactor + lander design will face constraints due to launch vehicle (i.e. vulcan centaur or falcon heavy) mass limits for TLI.

Adding that imo Mars is not colonizable. We'll see if there will be enough interest to dedicate resources for one or more crewed exploration missions in the coming decades.
