our local GP surgery in Devon, when new home building was happening locally they built a new wing for the surgery - but they neglected to hire more doctors & nurses, and that nice new wing is still sat there empty, and they're still building new homes, and it's harder and harder to get prompt care

despite western media's desire to blame the bamboo scaffolding (bamboo is naturally fire retardant which is why it's what's left), the blame mostly lies on the "safety netting", which wasn't fire retardant because the good stuff costs 4-5 as much - bamboo has been safely used for centuries
