Oh, and I also think this doesn't include the cost of setting up the entire Charter School Agency. That's got to be a pretty high price.

Even if you just count the operational funding the 425 students are still receiving more per student than state schools at about 10.8k.
But they wouldn't have that without the $14k per student Seymour gave schools to either rent or buy premises.
Expensive, messy, probably not accountable.

I recall one of the French Finance Ministers in pre-revolutionary France concealing the true state of the finances by dividing expenses into Ordinary and Extraordinary. This presented the lie that things were ok. They very much were not. I can't remember what happened next but it must have been good
