Hi, person who used to work for FEMA here. What this is, is the ending of 100% cost share, where the fed was paying for 100% of the damages. When this ends it will get split to 75/25 where the state pays 25%. Most disasters are 75/25, but sometimes its necessary, so the state still has money

Also, the SCOTUS basically legalized every action he takes (im not legal expert so wordage is wrong), impeachment is now meaningless and many laws have no teeth against him. But, if the Rs in power turned on him a lot of this could be reversed.
