That’s the “Deadlands” part of Oblivion. Oblivion is mostly Oblivion, except for the planes that are clearly death or clearly books. Or the random pockets that are just like a necromancer’s home or whatever. Basically it’s always nothing except for the stuff in there.

I’m not much of an arborist, but I remember in Scouts I learned some conifers grow trunks that are part dead and part alive. I believe the lighter colored parts here are dead (that’s a sign of health and growth). Of course I could very well be wrong. It’s visually very interesting regardless!
