This is terribly misleading. He is indeed obstructing, but the House must be in session for the swearing in. It is not. And for anyone other than the Speaker to administer the oath, they have to approved by a vote in the House.

My father would have been 96 today. He passed in 2001, a decade before his grandchildren were born, but I see him every day in them. Miss him, and so grateful. 35 years in public education. Taught me Latin, multiplication, decency and humility.
