So each new space elevator phase, I'm just wandering off to find new deposits and making new factories and figure out ways to transport that stuff back to the space elevator.

Yeah, the fact that deposits never run out mean – at least where I'm at at the moment – I'm not seeing the need to redo factories. Even the early inefficient ones are just trucking along, because the early game materials are all pretty useful for building still.
