But this was a "fool me twice, shame on me" moment. He had the benefit of watching a predecessor make the same mistake, and then he repeated it. To your point, I don't blame Robert Muller for "going by the book"; that was his expectation and duty. But Smith, Garland, and Biden had no such excuse.

Among the many problems I have with that decision (and so many others recently) is that a president is always a fiduciary of the organization whose office he or she holds, the Take Care clause *expressly* imposes a fiduciary duty upon the President, and the USSC nonetheless said, "Nuh-uh."
