I think both can be true - that the symbols matter a lot, too.

And I think it is not entirely abstract - many Americans have a memory of going to DC at some point, gawking at the memorials and the white house, and feeling some sense of pride - and ownership - in those buildings.

A private system focuses on providing service to the routes and times with the highest demand, whereas the public system has an obligation to provide comprehensive service at all times. Similar dynamic with the post office's duty to provide flat rate service to the entire country versus, say, fedex.
