I think it is a fallacious logic that assumes the bigger stores are cheaper because they are more efficient, and that the only way to bring down prices is by unleashing Walmart. I found Zephyr Teachout's proposals for reducing New York grocery prices more trenchant:

I empathize with this take. But maybe there is more context - like another initiative that is going to grow, or that by making them less frequent they will be able to fly the winners to New York to share their work.

Are you sure? It sits on 267 of concrete & steel pilings - picture below - the ocean is a formidable opponent, but that seems a notch above your typical pier - if anything somewhat over-engineered.
