5th Ave. Committee told NYS officials & new development team that much distrust remains.
Instead of $1.75M/mo, in penalties for 876 missing affordable units, NYS has negotiated a $12M payment, which she called "insufficient." 1/

Half-delivered in #, but slow pace means "affordable housing," calculated as a % of ever-rising Area Median Income (AMI), gets less affordable.
Also, NY State didn't require that below-market housing conform to original promise (40% low-income, 20% moderate-income, 40% middle-income)
