For what it's worth, collusion is mostly against the rules because of gambling laws and not tournament logistics and because this rule is about following the laws, there's a lot of pushback against changing it (and removing it is off the table)

Magic has always been a game that excelled at showcasing *worlds* and not characters, I think this is a big source of complaint about "story" from some, but it shows that ATLA has a much more interesting world for a tcg to play in than, say, NYC.
