This decision "have allowed us to make commitments elsewhere, such as a record £2·2bn settlement for Transport for London"... perhaps isn't the greatest sell to Sheffield, Derby & Nottingham (2/2).

NR says for less than 20 bolts, you need 20% spare. Can't believe anyone wouldn't just take a spares anyway. But by writing in a standard someone could audit the spares... 🤦‍♂️

1) 20% when less than 20 are installed. So 1, I'd guess. You get to keep the spares, if they are not used.
2) You need to have have an agreement in place with NR for each project/contract on the bolt head arrangement when it is visible to the public. I'm sure this has been done zero times.
