The cartels utilize terror as a tool of furthering their criminal enterprise (as do many criminal organizations), but they are not engaged in a campaign of terrorism towards the US, which is a distinction worth highlighting since the latter claim is at the core of the Admin's use of the word here

This is the perfect move for the Senate because the hot potato stays with them for only a few minutes and then they pass it entirely to the president and don't have to deal with it anymore. John Thune is boring and difficult, not stupid.
